Mike Anderson, Provost at Texas State Technical College, will share the planning status and timeline for TSTC’s upcoming Seguin campus, including early program and facility considerations and procurement expectations. Steve Parker, Seguin City Manager, will provide an update on major development activity shaping the city’s growth. Together, they will highlight where future A/E/C opportunities may emerge. Mike Anderson, Provost | Texas State Technical College

Mike Anderson serves as Provost and Executive in Charge of the TSTC campus for Comal and Guadalupe counties. Mike has been with TSTC since the inception of the campus in the Fall of 2023. Currently, TSTC offers four programs: Industrial Maintenance, Building Construction, Welding, and the FAME/Advanced Manufacturing program. The campus has been at capacity the last two years and is currently over capacity for this coming Spring! Mike is a native Texan, growing up in Schertz, TX. He began in higher education as a collegiate track and field coach. He has coached over 100 All-Americans and National Qualifiers during his career. Mike then moved into an Athletic Director role and advanced to the Vice President of Enrollment Management. Most recently, he served at Multnomah University in Portland, OR, where he was Sr. Vice President, COO/CFO, before coming back to TX to work with TSTC!

     
 
Steve Parker, City Manager | City of Seguin

Steve Parker is currently the City Manager for the City of Seguin which has a population of 43,000 and an annual operating budget of $197M per year and over 515 employees. Seguin is currently the 21st fastest growing community in the United States. As the City Manager of Seguin, Steve provides policy direction and executive leadership for the effective operations of all municipal services as directed by Mayor and City Council. Prior to joining the City of Seguin, he spent the last 8 years as the Assistant City Manager/Chief Financial Officer for the City of San Marcos, Texas. His total tenure with the City of San Marcos totaled 17 years and included the positions of Accounting Manager, Assistant Director of Finance as well as the Director of Finance. Steve was a Manager in the Cost Services Division for MAXIMUS, Inc., in Dallas from 1997 to 2006. MAXIMUS is the largest non-defense governmental consulting firm in the country. He has conducted cost and management studies for both state and local governments, including electric utility rate designs, operating and capital budgets, revenue analysis and forecasting, enterprise fund accounting, financial statement preparation and management studies focusing on how local government can be more efficient. He is a graduate of Texas State University-San Marcos with an Accounting degree in Business Administration, Steve is a member of the Certified Government Finance Officers Association of Texas and the Texas City Manager’s Association.
